Do You Need a Permit for a Bathroom Remodel in Florida?
Cosmetic updates usually do not need a permit. The moment you touch plumbing, electrical, or structure, you do. Here is the line, and who is responsible.

Permitting is the part of a remodel homeowners worry about most and understand least. The short version: if you change anything behind the wall, you need a permit. If you are only swapping finishes, usually you do not. Here is the detail for Tampa Bay.
When a permit is required
- Any plumbing change, moving or adding a drain, supply line, or fixture location
- Any electrical change, new circuits, outlets, or lighting beyond a simple swap
- Structural work, removing or altering walls
- A tub to shower conversion in most jurisdictions, because it touches plumbing
When you usually do not need one
- Painting, wallpaper, and decorative updates
- Replacing a faucet, toilet, or vanity in the same location
- Re tiling a floor or wall with no plumbing or structural change
Who pulls the permit
Your licensed contractor should pull the permit under their license, not ask you to pull an owner permit. When a contractor asks the homeowner to pull the permit, the homeowner becomes legally responsible for the work. Coastal Tile pulls and manages the permit under our state certified Building Contractor license, CBC1267464, and we schedule and meet the inspector.
Condos and HOA rules in Pinellas and Pasco
High rise and condo remodels in Pinellas and Pasco add a layer. Beyond the county or city permit, you often need HOA architectural approval, freight elevator scheduling, and water shutoff coordination. We have done dozens of these and handle the HOA packet alongside the permit.
